AACS was established in early 1998 by Dr Richard Rosewarne. The company is a respected specialist in a range of aspects for the Health, Aged, Psychiatric and Community Care sectors – covering analysis, research, evaluations and system design improvements. We deliver high quality services, designed to maximise benefits and operating systems for providers. AACS was established with the initial objective of undertaking practical research and analysis in all areas of Health, Aged and Community sectors using Richard’s skills and content expertise developed from many years as a Senior Research Fellow at Monash University Department of Psychological Medicine.
AACS has a proven record in delivering high quality services designed to deliver maximum benefits to the health care sector and has extensive knowledge of the health and aged care systems in Australia. AACS has developed excellent working relationships with community agencies, residential care organisations, along with the Commonwealth and State Governments.
AACS has been integral in delivering significant reform in the Australian Aged Care sector. We designed the National Aged Care Funding and Audit System (including creation, design and implementation of the ACFI), and the approach for a Nationally Consistent Assessment Process used in the recently implemented Gateway models. In addition to developing the national funding system used in aged care facilities (ie. ACFI), we have conducted national evaluations (e.g. the national dementia care initiative), provided background papers for the Aged Care Accreditation Agency, and were engaged to research aged care system developments for the Productivity Commission. AACS has also developed clinical assessment tools for the Victorian Aged Care Branch and work closely with clients providing services to consumers. AACS senior staff have a clinical background in psychology, nursing and disability. The managing director, Richard Rosewarne is also a voluntary board member of Wintringham Specialist Aged Care. He understands the challenges faced by providers in keeping up with the ever changing demands in the sector.
Research Philosophy
AACS understands the need to customise research strategies in order to obtain information that will meet the aims and objectives of our clients. We are experienced in survey design, data collection and analysis as well as project management. All AACS staff have a sound knowledge of the theoretical aspects of research and bring with them a broad range of hands on experience with health care services. As such, AACS has the ability to bring unique insights into the development and implementation of your project objectives. At a methodological level, AACS is experienced in using both objective and subjective measures during data collection, thus providing our clients with a comprehensive analysis of a particular research question.
AACS is now also providing ACFI Review Services to the Aged Care Sector. Dr Richard Rosewarne and Janet Opie of AACS were the developers of the original ACFI, including the assessment tools, documentation requirements, funding allocations and the review system used by the Commonwealth’s Department of Health and Ageing (DoHA) – now the Department of Social Services (DSS) to assess ACFI appraisals.
